Separate recurring expenses, prepaid expenses and refundable deposits. A monthly average does not show the cash needed on arrival.
Make three budgets before deciding to move
Use written quotes and actual due dates. Mark employer-paid items separately and confirm reimbursement timing. Count a reimbursable item in arrival cash if you must pay it before the employer repays you.
- Arrival cash: immigration and identity costs, attestation, flights, shipping, temporary accommodation, deposits, initial rent payment, school payment and essential furniture.
- Annual living costs: housing, tuition, healthcare, transport, utilities, food, childcare, activities, travel and maintenance.
- Reserve: funds available for unexpected repairs, employment changes, delayed handover, medical excesses or an early return. Choose the amount around your own risk and commitments.
Housing: the largest commitment needs the most detail
For renting, use the full annual rent plus the agreed number and dates of payments. Include tenancy registration, contract charges, deposit, furnishing and moving permissions. Ask which maintenance costs sit with the tenant. A deposit uses cash even when it is potentially refundable.
For buying, separate the purchase price and deposit from transfer, registration, financing, valuation, conveyancing and brokerage charges. Use a transaction-specific quote. Add service charges, repairs, insurance and furnishing to the annual plan; mortgage instalments alone do not describe the cost of ownership.
Utilities and connections
DEWA’s current residential move-in guidance lists refundable security deposits of AED 2,000 for an apartment and AED 4,000 for a villa, plus activation charges. Confirm the premises classification and current bill before payment; ask how a townhouse is classified.
Request realistic consumption information for the actual home. Check whether district cooling, housing-related municipal charges, internet, garden irrigation and pool maintenance are billed separately. A landlord saying “chiller free” does not explain every utility charge.
Your quote-by-quote budget worksheet
Put each item in one category and give it an owner, quote date, amount and payment date. Divide annual recurring costs by 12 for comparison, but retain the real payment calendar for cash planning. Do not add the initial rent payment twice: it is prepaid rent, not an extra year-one expense.
- Home: annual rent or mortgage cash payments; ownership or tenancy charges; maintenance and contents cover.
- Education: tuition for each child plus transport, uniforms, devices, meals and agreed support.
- Healthcare: policy premiums not covered by work, co-payments, medicines, dental and other uncovered treatment.
- Transport: car payments or rental, insurance, registration, fuel, parking and tolls; or your expected public transport and taxi use.
- Household: electricity, water, cooling, communications, food, cleaning, childcare and activities.
- International commitments: obligations at home, currency conversion charges, travel and existing debt repayments.
- One-off move: documentation, permits, shipment insurance, customs handling where applicable, storage, flights and temporary accommodation.
Test the budget against your move
Ask a suitably qualified adviser about tax residence, cross-border work, pensions and any continuing overseas income. UAE residence documentation is not a universal exemption from other countries’ tax rules.
- If salary or reimbursement starts later than expected, can you meet the first housing and school payments?
- If a property handover slips, can you extend temporary housing and storage without missing purchase instalments?
- If cooling, childcare or transport costs more than quoted, what can you adjust?
- If exchange rates move, do your remaining overseas funds still meet the next AED payment?
- If your plans change, what notice, lease, school and shipping costs would you face?
